Also, it's sort a question of 'thought crime' at this point. How do you deal with people, who under the right (wrong) circumstances, could do bad things? (And how do you deal with them if you prevent the crime, and worse yet, if they aren't even aware of their guilt?) What should you do? And what do you end up doing when your hands are tied and your options severely limited? And how does your society respond when they have to watch that taking place for too many years?
